Read around the forums, especially development section. Different .encs require different tools to edit them. Of course, you need to decrypt the xor first.

Also given that this is actually documented in the installation guide for my server files as well there is no excuse for not knowing even if you didn't search.
In my v2.8 files you have the cabal_patchtool comand and the encpack command. There is an entire topic in the development section about it and there is also an enc (un)packer included in balq's player skill management tool.
