Backup your own "data\map" folder first!!! Copy over from the latest Cabal(EU) the "data\map" folder to yours. Then download this client ( HEXED ) so that the new map files will be loaded:

Yes people are asking about stuff like this even though they are for display only, i have been getting similar questions.
Getting the NPCs visible at least allows people to fiddle with the data and see if they can get them to do more than just stand there. There are a few people who are capable of fiddling with the data but cannot get the NPCs to show because of the .mcl file check in cabalmain and removing that check is beyond most people's hexing skills. This gets them around that at least.
I have not checked what is in the download but if you find items don't show up you may need extra files in the client to. For example the auction house won't show up on the OGPlanet 2008 client.
So far i have not been able to get them to do much but then i have barely looked at new NPCs so far. Quest dialog type stuff would be a bit tricky if it is even possible but i can get them to open a shop window so creating them as new NPC shops should be possible i think.
