LOTRO private server

Hi guy's, I am new to ragezone, but i can imagine this question or topic title has been popping up for a zillion times before.

I did some research before comming here and asking this question, and i know there are no current private servers for Lord of the Rings Online. I do know there was an emu project going on and they had a semi succesfull start up, but they were shut down/sued by Turbine?

The reason why i joined your community is to gather some intel as to why it was shut down and why there are no private servers of LOTRO right now? If i'd whish to create one and make it go public; a.) is it even possible to create one? b.) will i get sued by turbine? Wow has tons of private servers and blizzard doesnt really care, cept for those who steal server cores like wowscape did ;)
