I edited a admin panel and created a new one myself.

Zinoxity - Mister.M added more cool functions, and options that admin v3 doesnt have (saw on my eyes xd)

I know admin v3 doesn't have those features, but the "ijji - Where Gamers Unite! Full Site! 2010" Release has the excact same panel features, like:

Home
Gift Event Coins
Account List
View Player's Character's
Add News
Login Account list
Gift Coins
Ban a User
Admin Chat
Add EventShop
Add ItemShop
ASCII Table
Account List
Search
Manage Accounts
Manage Characters
Manage Clans
Logout

So.. Yeah, I see it as just a skin.
