Thousand Stream Final PK Fix

I know I have seen this topic multiple times, although none appear to have a solid download source for the actual fix; so here I provide my copy of server side (/server/gamed/config/world/) region.sev to fix it so you cannot PK / PvP in Thousand Stream City.

I edited the client side region.clt, using a normal notepad / wordpad style editor (plain text). I then used Ronny1982 conversion to convert to server side; presto :thumbup1:
