[Release] GM Shout

Hey,

I intended to make this a KDev release only but thought I'd share it here too...
This tool allows you to send server messages (to all players online) and it has a built-in timer function.
To run this over a network make sure your server has port 9116 opened (though I don't suggest this!)

It's able to run in tray in case you want to send timed messages.

Isn't this kinda risky. I was able to use it on another private server where I wasn't a admin or GM.
