Open precinct from what ?

The only method i know is:
Edit the world\precinct.clt on client side with Notepad++
Then export it for server side with sMAPedit ... (but it will export the full maps folder) you just need to pick up the world\precinct.sev that the program has made... and upload it in your world folder on your server...

But i'm not good enought to explain how the CLT and SEV works... maybe Bash can explain to you?

must remember.. banker must still at Safety Zone.. banker will close auto when out from Safety Zone. ( not sure problem only with me or not, but i have tested )

same for other NPC i think...

i don't like to turn on PK in cities because there is too many problem between players after thaht....
