Ok I have a allocated server (3.2ghz, 8GB, 100mbit connection) that I use for L2 server but since I have like 3 ppl playing I decide to change it to PW, problem is I dunno how to make it online since the tutorials only talk about localhost and dont talk about making it public, im using the vbox image and didnt work I try the vmware but also the same thing. I can install linux on it so no problem with it.

I think you can use your external ip instead of no-ip but a domain name is probably preferred. Just read that thread carefully and follow the instructions. The part that gives people the most trouble is configuring their network correctly.
But where do I put the IP in the server files? Thats my issue... =\
