Say a person is gonna get xbox live and that person has all the games on the HD of the xbox , would he or she be able to play those games online with the xbox online or would it require the cd?

It would require a CD. Xbox Live searches the system to see where the game is being running from instantly. If detected in CD Drive, it searches your prefences and your GamerTag (Online Account), if detected from any other device, Xbox Live reports to the HQ immeaditily and BANS your system.

na it has allot of amercian stuff, im playin the american halo 2 servers!
