Help me please.

When peoples using safe element upgrade its crashing my server..
peoples using it for crashing my server ( the making loader..)
so i thought and i found what to do if u know..
how to make that the ip in the neuz.ini wont be there
i saw servers that there "ip" clean .( in the neuz.ini..)
its write like that;
ip""
then u can play with patcher only and u cant make loader..
so if u know how to do this tell me please
or if there some way to fix the problem with the safe element upgrade or block ONLY Element upgrade from the AntiHack so thanks^^
