Now, I did not design this template, as a matter of fact, I think it's quite horrid, but someone may like it; so I guess if the file is publicly available, I can release it right?

The designer has potential. You can tell by the way he/she designs.

Yuk, first of all I don't like the way it looks.
Second, watch the html source it's just horrible using tables is just a horrible method, it's also not SEO friendly.
Good job, not something I would use though.
