Analyze log files
Run a cron job that starts a script that parses them for the online time
Add boutique gold to account
That is how you would do it...
...yet I think it's such a bad idea (no offense); you'd have a crap load of people AFK 24/7 just to build up insane amounts of gold/cubi :x
I agree, online time cubis is a bad idea. Except if everything in your server have a hard price.
But try to make events, with cubi rewards, the players always likes it.

Make events and giving out rewards which can be redeemed for other items or just straight out rewards are always the best way to get more participation on a server...
You just need to have GMs willing to do them all the time
OR you could set up automated (sort of) ones in npcgen that spawn a boss or something that drop items which can be redeemed for others or just the items right away...
That would be the best way to go about rewarding players for being online
Also doing them randomly can kind of help that, if it isn't always on the same schedule you can surprise the people who are on making others want to be on more
Make a Crap in PHP where it every 5 minutes would make a query to the database, if the player online adds 5 minutes but still no wins, five minutes later another query if it has online yet, five minutes in the win table count. That is the query would be 5 in 5 minutes, every x days would add time and give the cubi.
