Yes you can, change the ptreg.rgx to your ip and use your own client.
Okay, the PT client has been through many incarnations, and been developed into "branches" for different languages.
These "branches" are not compatible, at the networking level, so they just don't "talk" to one another.
The original release here was based on the Japanese (jPT) branch, but was quickly adapted to use the networking protocol of the Korean clients, as that was the original development team and they always had the latest features.
The configuration which allows you to select the IP of the base server you want to connect to they didn't want us to know. For that reason (and others) they have moved the location of the basic settings that the launcher presents and the IP of the server you are connecting to.
ptreg.rgx is all you need to mess with in the latest Korean PT clients (KPT) but earlier ones used the system registry entries in "HKLM\SOFTWARE\Triglow Pictures\PristonTale", and at the end of a valid texture file "\image\ldata.bmp". The earliest configuration file (for the client, as well as the server) was "hotuk.ini" and there are still advanced settings which can only be placed there. Most notably the secret line which allows you to play as a GM.
