ISS = IIS (Typo) = Internet Information Services? This is part of the Windows OS, and has been since Windows 2000 (ME still used PWS) you can't download it, it comes as an "optional component" on you Windows install disc.
"[Release]" Tag should (obviously) only be used when your thread is releasing a new software, tool or server repack.

it's saying authentication where can i get my authentication require
If 127.0.0.1 is requesting authentication to access the default page, then you have told it to do so. This is not it's default mode of operation.
I have never done this, so what-ever it was you did to make it request authentication, I suggest you undo.
As for Clan System and it's error messages, I've never managed to get any Clan system to work, so I have no advise to give.

BabyWeb and IIS will (obviously) conflict, you can't use them both. Also BabyWeb can't support full Clan functionality anyway.

VisualBasic.net importing NameSpaces for system objects System.Data and then System.Data.SqlClient then defining the page as being VB script.
Basic asp.net header stuff. Looks okay, to me so it suggests the installation is an "epic fail". (which it always is when-ever I try to set Clans up, so that says nothing)
