webserver? what do you mean by "webserver"? cuz it doesn't interfer with the pwserver itself....

the error is its timing out, they can still ping it its just timing out.

anyways i mean as in xampp or apache 2 and mysql
they just go down all together

One thing I like about server daemons that are all seperate (and my main hate for Jetty is backed by this as well) they can't take each other down if one decides to go up in flames
Check the log files for each daemon and see what they say... can't help you if we don't know what is going on, highly, highly unlikely for Apache to be able to take down MySQL and vice versa
