You have to use "gameserver_th_581.06_rel.exe" for lunch your server .

I don't understand how people get this problem.
When i setted up my server i followed the tutorials that can be found here and on my server the Ticker works like a charm.

Use the same pangya_th.iff on gameserver and client, if it's different, the ticker will not work.
