maybe your friends firewall is blocking the connectserver.
or maybe his router is blocking port 44405
indeed his firewall was on and so he turned it off but his port was also opened, he can play on it but i can<t join his server still, i thank you for the help in advance.
as evo said maybe he uses a router and 44405 port should be forwarded.(TCP port)
His port opened as TCP and here is the picture of his router which allows the port 44405 opened (the language is french btw, if translation is needed, just ask me and ill translate)
Maybe his IP is not accessible from outside of his network, try to see if you can access his website for example.

try this....
go to C:\WINDOWS\system32\drivers\etc
then open HOST with notepad
put SERVER LAN IP then your GLOBAL IP
example:
server lan IP : 192.168.0.101
global IP : 111.111.111.111
