VIP Page (Only for Phoenix CMS) Uber Compatible

Alright, as some of you request me to make a VIP page so here it is, again I know it's easy to make but there is some noobs out there that can't make it so anyway have fun with it.

If u buy Phoenix Emu u can still use the same database.

but anyways i made it cuz ple requested for it so i coded it for them
