You'll need the clean source compiled first.

Actually you can change it just using a stored procedure in the database but the only problem with that is that they will need to log out for the change to be effective. But if you wanna do it properly then you have to make a change in the source as well like rebora said. Either way it was mentioned in the sticked source edits thread in the release section on how to change it.

It can be done by configs in your resource folder, but that coding is hard to set the waiting time for every new char to: 1sec waiting time, same like gms, but then without spawn powers etc..just source edit it
