they are indeed versions, lower numbers being older versions of runescape, they're defined as the versions/patches of runescape. As for which is best, it's down to preference, if you preferred runescape in the good old days, 317's are good, if you like the construction and stuff of today then 508+ is all good. Personal preference really.
508 - Newer revision of Runescape
317 - First revision of RS2

I would suggest you work your way up the revisions. You can make a 317 look like a 612 if you wanted to
