Requesting Team Recruitment doesn't belong here. There's a whole other place for that.

Yes it is. You are paying for a designer/coder. In order to get one of those, you need to "recruit" them to do the work for you. Hence why it was most likely deleted.

If offering to pay someone to make a site isn't allowed here and you know of places to do this maybe you should give him a link to it? Also were specifically in the rules for the forums here does it say you cannot offer to pay someone to make you something (ex. site, anti-hack, 3d model, signature)

I'm pretty sure that looking to buy a website design is not recruitment. Hes not hiring anyone.(Maybe not yet, at least in this thread, according to what he said)

Tell me... when you recruit someone, what do they do? They do things for you, i.e. code, fix issues, design things. When you are looking to buy a website design, what are you doing? Right, looking for someone to do something for you. There in lies the recruitment part.
