I can't really think of a reliable way other than just detouring OnChannelJoin and then
MGetMatchServer()->Announce(A, "blah blah")
So everytime someone joins a channel it tells them to visit the forums. You could do it where it just says it /anywhere/ every 30 minutes but I myself would find that really annoying. So I won't be giving out that info =[ spam is bad.
