What do you mean by minecraft website and server monitor, If you mean templates then try the search. I doubt your find much for minecraft but if you want i can create a template for you.

If you mean a server list, to advertise servers try mcsl (MineCraft Server List) - MCSL - Online Servers

They do send out email alerts when your server has been detected as offline, But its only checked once every 1-3 hours

try milkadmin (bukkit plugin) or mcmyadmin (not free if you want more then 8 players)

It's only good for linux servers at the moment but it's free.
