This may or may not be the problem:
Later versions of PHP do not include mssql_connect. Although I don't know offhand exactly which version stops support.
Download the Microsoft-made mssql_connect php function here:

That's just mean.

Like timebomb said, mssql is not a part of some versions of webservers, for example latest XAMPP wont have it, you will have to install it, or use another webserver.

(Keep in mind MySQL is not the same as MSSQL)
