If you're talking about the video, it IS GTA IV, there's been no official trailers/footage yet.
When he said Los Angeles... I was thinking about Los Santos from San Andreas.

Hope it would turn like San Andreas (not the graphics, but the concept...lots of cheats, fun fun fun.) more like San Andreas 2
