If you change your server IP once the server hacked, you also need to update your clients "param.ini" so the player can connect to the server with new IP address
how to use this tools? it is possible to use in static ip? or only dds server can use this tools?

useless, why not blocking hackers ip a good remedy. if you see his IP flooding on your field then its time to add it on your ipsec manager,,, window 2003 - win se7en support this feature..
