VPS & Dedicated Server

I am testing test server from my home pc. P8600 cpu, 3gb ram, 80 gb free space, Windows XP sp3, mysql 2005 and s6 ep1. My connection speed is 8 mpbs download and 0.67 mbps upload speed and while testing there was no lag 8 players(6 from diffirent countries venezuella, brazil, argentina, lithuania...) And i guess it wont lag untill 20 online(not sure exactly)

1) Can i run server from home pc but website from a VPS?

2) Can i run server+website from a VPS ? I mean does VPS give us software what we need for server and website? Because i dont know how they work exactly.

3) What is the best choice for a newbie about making a mu server untill 30-40 online players? Dedicated servers are minimum 140$ monthly prices and waste of money for 10-20 online at the start T_T

I think a VPS should be fine for start.

Specs:
2-4GB RAM
Dual core processor >= 2.0ghz
10mbps internet connection

1. Yes you can, but it's bad idea.
2. Yes, if VPS has Windows OS.
3. You can find VPS hosting for around $30/month, specs like ShadowKing said.
