Like Citrine gems for example? I have no idea if you can or you can't, if you can though, elements.data is where it would be.
Becareful when creating a new soulgem. You may crash easy your server if you put a wrong propertie for your soulgem.
Some properties are defined for one type of item and not for another one.
I tried to create and edit, insert it right based on other stones but the server fails to start, keep trying, if anyone knows any tips would be interesting.

You are putting wrong stat ID. Try putting other ID or modify value of existing ones that work.
You can use the sELedit. You need only copy the soulstone, give a new ID and ready.
