The answer to the "question" is yes. All the guides and tutorials I have seen seem to make that answer quite clear to me, but if you don't get it, tell us what tutorial you are following and we'll see if we can clarify. ^_^
If you can't even click on the Priston tale tutorial section link, then I can tell you that you'r wasting your time in here.
Provided you aren't using Window 7 or Vista, just try installing Personal Priston Tale with the "Alternate" executables.
It's meant to take the pain out of your first setup, and pretty much a good server for 1 to 4 players. (ie, just the basics)
If that goes okay for you, and you'd like some more features, you can look at using the installer with another repack.
If you are on Vista, or Se7en, or if you really don't want to have to reformat the PC you are working on if you have any problem with the initial install (lots of PT server stuff is really hard to get out of a PC once installed wrong, and will mess up any subsequent install attempt) I highly recommend installing in a Virtual Machine. If you have a copy of Windows 2000, XP or 2003 (pretty much any version) you can run PT under VMWare, VirtualPC or VirtualBox.
