Every Thing keeps telling me Global.cfg

I cant get my ep3 server to work an everything I looked up tells me its somthing wrong in my Global.cfg , can somone make meworking one Global.cfg file? :grr:

serverIP: 5.71.128.118
If anything else is need please let me know , I hope i can get the server runnin soon
