SubAbState.shn. Look for Vitality's SubAbState and play around, you will find it.

Hello ^-^ Under SubAbState.shn (in case you have problems locating Vitality), it's InxName is SubStaMightySoul and the Column You are looking for is ActionArgA, in my opinion if you're going to change them i suggest changing all of them (whether it be higher or lower) individually and try to maintain a balance for the level range that uses that level of the skill. That way you will keep a better balance while still modifying the amounts :)
