I thought it's really cool idea, how you can tag someone from the forum and they will receive notification (exactly like "X likes received)", that they have been mentioned in a post.

Yeh, there would be a list of posts where you've been tagged in your profile called "Mentions", next to "Visitor Messages", or "Statistics", etc.

Nice idea, though it can lead to a spam, if intended. If a person hates you, he can make another account and tagging you all the way to your last post.
Not really sure how will this be prevented.
Already got the script but I just think it will be more annoying than anything.

Well, first of all there would be an option in UserCP:
"Only accept tags from friends" checkbox. That would make use of the "friends" feauture on rz.
Also, in AdminCP, there's such option:
Ability to prevent all members of this usergroup to be tagged.
So you can set that anyone who doesn't have 200 posts (not in Master+ usergroup) can not be tagged.
Sorry, I just tried bringing something cool to rz, thats all.
I think it will be cool or to reply to someone you quote them, as usual, but it notifies them.
I like the tag to, it would completely replace quotes kinda(:
