Because you dont have Public IP. If you want to run MU server on global IP, it must be public, else you can run server only with yousing Hamachi (virtual LAN network)..
When
Its Static i Used 192.168.100
When global i used this ip whatismyip.com
did you create already setup the loopback adapater?

I used Loopback adapter in Local
Then i uninstall the loopback to make it global
i think you will use the loopback adapter,and setup it to use global ip
