The bills contains the words "Child Porn", a tactic used to try to make people vote for it.

What this actually does is revoke your right to privacy. For example, if you ordered playboy, it won't be done secretly. In all simpleness any transaction made on a ip is tagged to the ip, even if the card is prepaid they can track you.
I don't make any transactions online, but for say if they do deem a certain site to be illegal and your subscribed, they may find a way to hold you accountable as a user. For example if they deem ragezone illegal and I subscribed, I could be charged for supporting them by in a sense helping them run with my donation.
This will more than likely decrease or hault donation to private servers. No ones going to buy a vps just to donate, then again the vps can still be tracked to you.

Only takes one employee to abuse his power at an ISP company and next thing you know your credit card is being used by them.

From what I can gather from that small snippet of text, it merely means ISPs have to keep a log of IP = person, on this date and time. I'm quite surprised if they don't already do that as it is how they mass sued people for torrents in the past.
It's simply a way to remove the anonymity of being online. One day in the future your IP address could just be another telephone number-like identification of you. Which would be a good thing if you weren't doing anything illegal. And if you are, using tor or something...

With this they would organize the credit card transactions into one area to sort through it faster. Who hasn't donated or support a illegal private server? We can be held liable for funding the private server. I'm sure nexon supports this.

Fuck SOPA / PIPA. The person who proposed the bill is someone who probably does not even know how to open up an internet browser, because hes that fucking old. He should stay away from the internet and not take his anger out on innocent people because he got violated / his parent's did not let him use internet longer than an hour per day when he was young.
