The settings will be saved when you delete your 'setting' folder. Either make a new one called Settings or the game will make one itself.
The degree of a weapon is changed in the database. Probably the RefObjItem table, not sure which parameter, will have to look at it when I get access to a database. This will change them "server side" but your game will still show them as the original degree, you will have to change this in the Media.pk2 table in the itemdata_x.txt files, again not sure which parameter in there, you can probably figure it out by looking at different item entries and comparing the parameters, get a 1D, 2D, 3D... etc. item and look at each column, you will find which one instantly.
The guides appear only once per character, if you are saying that yours appear but they are blank then you can import the text files from the Media.pk2 from the iSRO files or Korean files, if after doing this use the sro_client.exe that was released around here patched to show English text.
