Hamachi is a network that can use to run the server 'SLOW' (and useful for noobs).
No-IP is a free domain to run a website of a server (and can run a server too, instead of putting an IP you can put the domain of your IP).
Note: If my expalation is shit, apologize of it. I just wrote what I know of these 2.
