Providing you recognise that there are no hard and fast rules, and the experience of different PServers varies widely. (many will crash at 20-30 player simultaneous)
Usual limitation is often MS SQL Express (if you look for high population, use full version) / 2Gig memory of 32-bit server. More than 200 players tends to stretch most released servers here, but I know people who have pushed it to 400 / 500 and suspect that good dev team PServers could go much further.
Beyond that, people look to set up multiple gameservers on one host.
Bandwidth isn't your problem, the limitations are in the server, it becomes unstable under high load, and exact figures are practically impossible because extra features increase load, hell-spawns and monster configuration will affect load etc. etc.
If you have enough memory to run 5 game servers on the same host without thrashing the page file, you probably won't fill 30mbps. (official)
Of course, if you can run a competent server emulator, the dynamic completely changes, but I don't know of any which have been pushed further than the point where the officials crash.
The kind of activity your players undertake is also important. Hunters don't take much bandwidth hunting in small groups... shoppers yelling in the main courtyard in town do, and if every clan joins in to fight Bless, then your bandwidth is really hit hard. (comparatively speaking, but PT is not high bandwidth game) Conversely, if everyone hunts solo, that will be your memory resource peak.
I know that 56kbps modem is more than adequate per player. My wife and I used to share a 56kbps line to play.
Thanks for the information :)
Oh... I should probably point out that there where no personal shops when we shared a k56, and therefore no Bless either. Things like that may be more hungry, but a busy market square or end tower in Bless always lags the screen like crazy anyway.
