Adding items to refshopgoods

Anyone know how to add items in here, I'm trying to add some stuff and every time I do the client crashes at the start, well it doesn't it just never shows up, I can still see it running in my processes list.

There are no duplicates.
Every item I add has its own slot.
None of the slots get skipped.
Everything has a tab between the space.
I am using country code 15.
The lines have 1 for service.

refpackageitem, refscrapofpackageitem, refpriceofpolicyitem all work even if I re arrange everything in there, add new lines, change the ID numbers.

It just seems that whenever I add something to refshopgoods the client won't launch properly.
