About encrypted skilldata (skilldata_xxxenc.txt)

So i have faced the problem which i not understand. I can't get the point of problem. So i can correctly edit skilldata encrypted text-files and keep add there skills what i have activated on the database. Everything is fine as long i touch skilldata_10000enc.txt when i put in this file all the skills i have activated at database side with ID's from 5000 to 9999 than my client not want start anymore. It getting frozen/stuck at loading screen. What can be a reason for so kind of problem ? Any ideas ? Any hints ?
