Server's cpu usage %5 - %10 around its not a problem but sometimes its around %90 - %100 for a 15 - 30 minutes im checking usage and GS %15-20 xampp %10 around = %30 where is other %70 ?

What are your server specs?
my server spec.
1 gbit connection
2 gb ram
and one shit Cpu
but server and everythink working good with 45-50 online players last 16 hours haven't any problem.Sometimes for 5 - 10 minutes CPU usage %100 and system not response
someone maybe overloading your gameserver, try looking at connect logs on the server
