Really Need Help So Please Someone Help :(

Hello Everybody
i'am really get bored !
so if anyone can tell me what should i do !!
first i download the media and DB and SMC from @Statiic@

everything is workin fine no !!
in this DB there is account already exist in the TB_User
first time when opened the server i logged in with this account and create another chr in the same account .. it works fine.
here is the problem !
i create a new account for friends !! but when they try to create chr error(S1030) appear for them .. 100% sure that the Reigons is working
what made me more MAD !! that i create chr in the account that was in DB .. and it workin !!
i did eveything !! setup the windows 4 times
try a diff. 3 DB and the same error eveytime
So Please Help Me i Really Need Help iam going to be crazy !!:grr: :/:
