I make server but its offline

Hello, i done everything step by step to create a server. The only problem i accure is when i try to open GameServer and GameServerCS.
Here is the error.

The answer is: this server was deleoped using brazilian portuguese language. Your OS must support Latin accents.

Anybody know client who can i use and who can be made for use by persons ???

Or better yet change your server files, there are good emus for that gameserver version like WzTeam Premium S4.6
