1.4.4 patched GS

Hey guys,

Here's something I feel could be of use to all the helpful people on here who have helped me countless times.

This gs reads all rate data in ptemplate.conf. In 1.4.4, the function was only a template, the actual code was missing.

I overwrote a seemingly worthless logging function which only gets called in case of crash.

I tested it with 12 players connected and it worked stable over course of 12 hours, so I guess it can be deemed worthy, but decide yourself :)

Hypers not affected? Also found some missmatches but thought ill just fck down all gs replacing a part of code in 1.4.4 with 1.2.6 part :D
