Client no need full/write/update access ftp(client just need to download crb from ftp, not for storing), its stupid if you make public ftp with full access in client side. Because Everyone can upload any file or delete your emblem file.
For uploading guild emblem/union... client not directly storing that file, but relaying by server. Just server need full access.
And what about the necessary ports that should be open? Port 21 UDP and TCP?
