Cannot teleport to fortress zones

Hello, I have strange problem here. My server is running on one mashine, I have disabled some regions, like whole alexandria, forgoten world and so on, so everything else running only on one mashine. But problem is that, that it's not possible to teleport to any Fortress zones. When you press teleport button nothing happens, just like when you trying to teleport to turned off region. Maybe someone can tell what is wrong? thanks

If you sure you enable services of Fortress zones in __RefRegionBindAssocServer table as you can see :

then go to table _SiegeFortress if you find it empty then this is your problem So make it like that:
