It's a problem with your .ini files. Check that all the IP's are correctly in, and the ports opened. Even one mistake in the ini files can lead to this.

what would these files. "ini" .. worth

The .ini files are worth worrying about mate, those files are the core of your server .exe's since they define how those .exe start and where they connect. If your IP's are wrong in the .ini's, your server won't be able to connect.

Either your IP's or your SQL informations (ID + Pass) are wrong in the .ini files.
