hotan fortress is set to 1 on _RefRegionBindAssocServer ?
looks like I have my setup like this will not let me go?

if i try to put all fortress to 1, got a nasty error ( hardcoded thing) on GS
try to put 1 to only BJ / JA / HT fortress, the rest to 0 (im using 1.188)
