Replace your .dll, see attachments to download and replace it in your php and Appache/bin folder.

Could be two things or even more.
Or your webserver doesn't support mssql, or ^.
If Jirachi method doesn't work, download a webserver which supports mssql such as: xampp 1.7.3, iis, etc..
Or it's just a false warning, disable warnings from php.

I forgot to mention remove the ';' from your php.ini

I think it's already enabled. Else it wouldn't show any mssql warnings.
