But when firewall turn on I can't :S. and I open 21 and 22 ports

Follow Steps!

1 - Open FileZilla Server
2 - Go Edit -> Settings -> Passive mode settings

Select "Use custom port range" xxxx - xxxx (example: 1000 - 2000)

3 - Open Firewall Windows > Add Range port recenty create!
