vsro skill bar resets

i made an account via the database and for some reason the first four skills on the f1 skill bar keep being replaced with character control skills from the action window... it happens when game is exited or character teleports.

i tried deleting everything inside the settings folder and the problem still exists..

EDIT:
ok i noticed it is a media pk problem and i just need to know which file i need to edit to stop this from going on.

can anyone help? this is quite serious and annoying for people playing vsro! is this a media.pk problem or a server side one?
